McVeigh had a road atlas with hand-drawn designations of the most likely places for nuclear attacks and considered buying property in [[Seligman, Arizona]], which he determined to be in a "nuclear-free zone." He lived with [[Michael and Lori Fortier|Michael Fortier]] in [[Kingman, Arizona]], and the two became so close that he served as [[best man]] at Fortier's wedding.
