Regan was established after the [[Northern Pacific Railway]] built a line through the area in 1912.<ref name="Hist"/> The settlement was named for J. Austin Regan, a land company official who had platted the townsite in 1911.<ref name="Hist"/> A post office and a church opened in 1912, and a newspaper, ''The Regan Headlight'', was established in 1913.<ref name="Hist"/> The Regan School opened in 1914 in a building previously used as a barbershop.<ref name="Hist"/> The early town had two banks, a lumber yard, a blacksmith shop, a butcher shop, and a hotel.<ref name="Hist"/> A telephone company was established in 1915, and Regan was incorporated as a village in 1916.<ref name="Hist"/> An automobile garage opened in 1917.<ref name="Hist"/>

The average household size was 1.87 and the average family size was 2.31.

The age distribution was 11.6% under the age of 18, 9.3% from 18 to 24, 27.9% from 25 to 44, 25.6% from 45 to 64, and 25.6% 65 or older. The median age was 45 years. For every 100 females, there were 126.3 males. For every 100 females age 18 and over, there were 137.5 males.

The median household income was $17,083 and the median family income  was $30,417. Males had a median income of $18,333 versus $21,250 for females. The per capita income for the city was $13,224.
