As of the [[census]]<ref name="GR2" /> of 2000, there were 2,391 people, 1,020 households, and 609 families residing in the borough. The [[population density]] was {{convert|1,930.3|/mi2|/km2|disp=preunit|people&nbsp;|people}}. There were 1,086 housing units at an average density of {{convert|876.7|/mi2|/km2}}. The racial makeup of the borough was 96.45% [[White (U.S. Census)|White]], 2.17% [[African American (U.S. Census)|African American]], 0.17% [[Native American (U.S. Census)|Native American]], 0.21% [[Asian (U.S. Census)|Asian]], 0.04% [[Pacific Islander (U.S. Census)|Pacific Islander]], 0.17% from [[Race (United States Census)|other races]], and 0.79% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 0.84% of the population.

There were 1,020 households, out of which 26.8% had children under the age of 18 living with them, 43.7% were [[Marriage|married couples]] living together, 13.1% had a female householder with no husband present, and 40.2% were non-families. 34.2% of all households were made up of individuals, and 13.3% had someone living alone who was 65 years of age or older. The average household size was 2.24 and the average family size was 2.89.

In the borough the population was spread out, with 22.2% under the age of 18, 9.2% from 18 to 24, 29.2% from 25 to 44, 22.6% from 45 to 64, and 16.8% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 100.8 males. For every 100 females age 18 and over, there were 95.3 males.

The median income for a household in the borough was $29,795, and the median income for a family was $46,979. Males had a median income of $27,371 versus $19,576 for females. About 6.0% of families and 9.0% of the population were below the [[poverty line]], including 8.8% of those under age 18 and 8.5% of those age 65 or over.

The United States post office in Mercer contains a mural, ''Clearing the Land'', painted in 1940 by [[Lorin Thompson]].
