Hartwell was founded in 1854 as seat of the newly formed Hart County. ==Geography==

Hartwell is in the [[Piedmont (United States)|Piedmont]] region of Georgia, or the [[Upland South]], and lies {{convert|30|mi}} southeast of the foothills of the [[Appalachian Mountains]] at [[Toccoa, Georgia|Toccoa]].

[[U.S. Route 29]] passes through the center of Hartwell, leading east {{convert|7|mi|0}} to the [[South Carolina]] border at Hartwell Dam on the [[Savannah River]], and southwest {{convert|12|mi}} to [[Royston, Georgia|Royston]]. [[Anderson, South Carolina]], is {{convert|23|mi}} to the northeast via US 29, and [[Athens, Georgia]], is {{convert|43|mi}} to the southwest. [[Georgia State Route 51]] also passes through Hartwell, leading north {{convert|7|mi|0}} to [[Reed Creek, Georgia|Reed Creek]] and west {{convert|9|mi|0}} to [[Bowersville, Georgia|Bowersville]].

The racial makeup of the city was 61.33% [[White (U.S. Census)|White]], 34.53% [[African American (U.S. Census)|African American]], 0.13% [[Native American (U.S. Census)|Native American]], 0.62% [[Asian (U.S. Census)|Asian]], 0% [[Pacific Islander (U.S. Census)|Pacific Islander]], 0.33% from [[Race (United States Census)|other races]], and 1.77% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 3.07% of the population.
