Halsey, who was at the time vice-president of [[Oregon & California Railroad]].

On July 31, 1903 most of the city's downtown core burned to the ground, after a fire started at the J. L. The [[population density]] was {{convert|1614.3|PD/sqmi|PD/km2|1}}. There were 334 housing units at an average density of {{convert|596.4|/sqmi|/km2|1}}. The racial makeup of the city was 94.4% [[White (U.S. Census)|White]], 0.3% [[African American (U.S. Census)|African American]], 0.6% [[Native American (U.S. Census)|Native American]], 0.6% [[Asian (U.S. Census)|Asian]], 0.1% [[Race (U.S. Census)|Pacific Islander]], 0.4% from [[Race (U.S. Census)|other races]], and 3.7% from two or more races. The racial makeup of the city was 91.30% White, 0.14% African American, 1.10% Native American, 0.14% Asian, 4.83% from other races, and 2.49% from two or more races. Hispanic or Latino of any race were 5.52% of the population.

There were 252 households, out of which 38.5% had children under the age of 18 living with them, 65.5% were married couples living together, 8.3% had a female householder with no husband present, and 21.0% were non-families. 15.5% of all households were made up of individuals, and 4.8% had someone living alone who was 65 years of age or older. The average household size was 2.87 and the average family size was 3.18.

In the city, the population was spread out, with 27.9% under the age of 18, 11.7% from 18 to 24, 30.1% from 25 to 44, 22.4% from 45 to 64, and 7.9% who were 65 years of age or older. The median age was 32 years. For every 100 females, there were 115.5 males. For every 100 females age 18 and over, there were 116.6 males.
