==History==

A post office was established in 1927, a school opened in 1929, and a public library opened in 1930. The community rapidly developed as a stop on the [[Kansas City Southern Railway]].<ref name="Texas Handbook"/> The Atlantic Refinery began operating in 1936. In 1940, a public water system was installed in the community. Groves is in eastern Jefferson County, {{convert|16|mi}} southeast of downtown [[Beaumont, Texas|Beaumont]]. As of the [[census]]<ref name="GR2" /> of 2000, there were 15,733 people, 6,182 households, and 4,512 families residing in the city. The population density was {{convert|3,036.7|PD/sqmi|PD/km2|sp=us|adj=off}}. There were 6,570 housing units at an average density of {{convert|1,268.1|/sqmi|/km2|sp=us|adj=off}}. The racial makeup of the city was 93.46% [[White (U.S. Census)|White]], 1.32% [[African American (U.S. Census)|African American]], 0.26% [[Native American (U.S. Census)|Native American]], 1.65% [[Asian (U.S. Census)|Asian]], 0.03% [[Pacific Islander (U.S. Census)|Pacific Islander]], 1.98% from [[Race (United States Census)|other races]], and 1.29% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 7.82% of the population.

The city has spent over $14 million on infrastructure since 2003. This includes a $6 million water treatment plant and $5 million borrowed from the TWDB to deal with inflow and infiltration issues in the waste water collection system.
