Elgin was [[plat]]ted in 1910 when the railroad was extended to that point.<ref>{{cite book|title=North Dakota: Counties - Towns & People, Part III|url=https://books.google.com/books?id=mSiFxqdFn0AC&pg=PA149|year=2008|publisher=Watchmaker Publishing, Ltd|isbn=978-1-60386-342-1|page=149}}</ref> The town was originally known as Shanley, but when the Northern Pacific Railroad came through town, they objected to the name as it was too similar to Stanley (the seat of Mountrail County), so the citizens were asked to choose a new name. There were 416 housing units at an average density of {{convert|396.2|/sqmi|/km2|1}}. The racial makeup of the city was 98.3% [[White (U.S. Census)|White]], 0.9% [[Native American (U.S. Census)|Native American]], 0.2% from [[Race (U.S. Census)|other races]], and 0.6% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 0.2% of the population.

There were 339 households, of which 16.5% had children under the age of 18 living with them, 41.3% were [[Marriage|married couples]] living together, 5.0% had a female householder with no husband present, 2.9% had a male householder with no wife present, and 50.7% were non-families. 49.6% of all households were made up of individuals, and 32.1% had someone living alone who was 65 years of age or older. The average household size was 1.82 and the average family size was 2.59.

[[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 0.76% of the population.

The median age was 56 years. For every 100 females, there were 93.3 males. For every 100 females age 18 and over, there were 86.7 males.

The median income for a household in the city was $22,391, and the median income for a family was $30,972. Males had a median income of $28,750 versus $15,417 for females.
