The Department of Canadian Heritage, in collaboration with the Department of Justice, chose the University of Ottawa as the independent organization responsible for implementing and managing the new CCP. The CCP is an administrative unit integrated within the Official Languages and Bilingualism Institute (OLBI) of the Faculty of Arts of the University of Ottawa. In selecting a third-party institution to host the CCP, the Government is ensuring that the Program will operate independently to advance the rights and freedoms of all Canadians.<ref name=":1" />
