The police department includes a chief of police, an office assistant, and three full-time officers who work for Hines as well as Burns. City officers and employees include a city manager, city clerk, municipal judge doubling as the utilities clerk, and an office assistant.{{sfn|Jenks|2013|p=46}} A tribal council governs the Burns Paiute Tribe, immediately northwest of Burns.
