=== Domestic policy === In January 1910 Bethmann Hollweg wrote that the government faced the "great task of the political education of the people, eliminating the rule of slogans and superficial evaluations". He saw the basic task of a statesman as a "kind of listening to developments".{{Sfn|von Vietsch |1969|p=103}} In 1910 he submitted a bill to reform Prussia's three-class electoral law, but it was rejected by the Prussian state parliament ({{Lang|de|Landtag}}).<ref>{{Cite book |last=Wermuth |first=Adolf |title=Ein Beamtenleben. Erinnerungen. |publisher=Scherl |year=1922 |location=Berlin |pages=306 f |language=de |trans-title=A Civil Servant's Life. Reminiscences}}</ref> In the Reichstag he pushed forward the reform of the constitutional status of [[Alsace–Lorraine]], which had been taken from France after its defeat in the 1870–1871 [[Franco-Prussian War]]. It was given its own constitution with a bicameral parliament, the lower house of which was elected under Reichstag suffrage (universal manhood suffrage). The Reich Chancellor's bill was adopted on 23 March 1911 in the face of strong protests from conservatives and the military. Unlike in Prussia, Bethmann Hollweg was not opposed by any influential conservatives, which allowed his democratic constitutional initiative to pass.{{Sfn|Zmarzlik|1957|pp=95 ff}}{{Sfn|von Vietsch|1969|pp=112 f}}
