"The center used these arrests to publicize its strategy of civil disobedience and raised such a public outcry that the prosecutions were dropped. The bus trips continued without police interference. This victory was politically significant in two respects... while the state did not change the law, it did back off from enforcing it, deferring to women's collective power.
