As of the [[2020 United States census]], there were 23,392 people, 8,229 households, and 5,269 families residing in the city. The 9,923 housing units averaged 335.6 per square mile (129.6/km{{sup|2}}). Of the 8,730 households, 32.2% had children under the age of 18 living with them, 46.4% were married couples living together, 19.0% had a female householder with no husband present, and 30.9% were not families. About 28.0% of all households were made up of individuals, and 14.0% had someone living alone who was 65 years of age or older. The average household size was 2.55 and the average family size was 3.12.

In the city, the population was distributed as 26.1% under the age of 18, 13.4% from 18 to 24, 24.6% from 25 to 44, 20.3% from 45 to 64, and 15.5% who were 65 years of age or older. The median age was 34 years. For every 100 females, there were 87.9 males. For every 100 females age 18 and over, there were 82.2 males.

The median income for a household was $43,783 and 20.2% of the city lived below the poverty line.
