Haya de la Torre was persecuted and Bustamante deported. Haya took refuge in the [[Embassy of Colombia, Lima|Colombian embassy in Lima]] where he requested political asylum for sixty-three months since the Odría administration refused to grant the safe-conduct to leave the country, a situation that became an important reference case in international law.<ref>Chirinos Soto, 1985, tomo II, pp. 151–153.</ref>
