During these years, Williams helped draft constitutions in Russia, Ukraine, and South Africa.<ref name="Guardian Obituary" /> She also served as director of Harvard's ''Project Liberty'', an initiative designed to assist the emerging democracies in Central and Eastern Europe; and as a board member and acting director of Harvard's Institute of Politics (IOP).
