To pass around the falls, the Dakota ([[Sioux]]) and [[Ojibway]] (Chippewa) used a well-established portage trail. Starting at a landing below the site now occupied by the [[Southeast Steam Plant|steam plant]], the trail climbed the bluff to this spot.
