The Soviet Union made a proposal to the conference concerning the mandated territories and conformed with what had been decided at the Yalta Conference and the [[Charter of the United Nations]].

After various opinions on the question had been discussed, the foreign prime ministers agreed that it was essential to decide at once the preparation of a peace treaty for [[Kingdom of Italy|Italy]], combined with the disposition of any former Italian territories.
