The Treaty was adopted by the [[United Nations General Assembly]] on 10 September 1996.<ref name=untc /> It opened for signature in New York on 24 September 1996,<ref name=untc>United Nations Treaty Collection (2009). The treaty will enter into force 180 days after the 44 states listed in Annex 2 of the treaty have ratified it.
