International affairs drove the George H. W. Bush presidency, which navigated the end of the [[Cold War]] and a new era of [[Soviet Union–United States relations|U.S.–Soviet relations]]. In 1989 Bush directed a [[United States invasion of Panama|military invasion of Panama to overthrow]] [[Manuel Noriega]]. On 3 December 1989, Gorbachev and Bush declared the Cold War over at the [[Malta Summit]]. After the fall of the [[Berlin Wall]], Bush successfully pushed for the [[reunification of Germany]] in close cooperation with West German Chancellor [[Helmut Kohl]], overcoming the reluctance of [[Gorbachev]].
