F. Evetts]] reacted to Palestinian rebel attacks against British positions in [[Nablus]] by forcing the city mayor, [[Suleiman Tuqan|Suleiman Abdul Razzaq Tuqan]], to sit exposed on the roof of a garrison building under fire, as a 'high-value human shield'.
