The [[population density]] was {{convert|38|/mi2|/km2|disp=preunit|people&nbsp;|people|}}. There were 16,855 housing units at an average density of {{convert|20|/mi2|/km2|adj=pre|units&nbsp;}}. The racial makeup of the county was 97.9% [[Race (United States Census)|White]], 0.5% [[Race (United States Census)|Black]] or [[Race (United States Census)|African American]], 0.2% [[Race (United States Census)|Native American]], 0.4% [[Race (United States Census)|Asian]], and 1.0% from two or more races. 0.8% of the population were [[Race (United States Census)|Hispanic]] or [[Race (United States Census)|Latino]] of any race. 42.9% were of [[German Americans|German]], 17.7% [[Italian Americans|Italian]], 13.1% [[Irish Americans|Irish]], 6.4% [[English Americans|English]], 5.8% [[Polish Americans|Polish]], and 5.2% [[Swedish American|Swedish]].

There were 14,124 households, out of which 31.00% had children under the age of 18 living with them, 56.00% were [[Marriage|married couples]] living together, 8.70% had a female householder with no husband present, and 31.00% were non-families. 27.30% of all households were made up of individuals, and 13.60% had someone living alone who was 65 years of age or older. The average household size was 2.45 and the average family size was 2.99.

The county population contained 24.00% under the age of 18, 6.80% from 18 to 24, 28.60% from 25 to 44, 23.30% from 45 to 64, and 17.30% who were 65 years of age or older. The median age was 39 years. For every 100 females there were 98.00 males. For every 100 females aged 18 and over, there were 95.30 males.

Elk County has one of the highest concentrations of [[Catholic Church|Roman Catholics]] in the United States. As of 2010, nearly 70% of the county's residents identified as Catholic.
