There are substantial safeguards to prevent carefree revision of the constitution. A revision of the constitution is submitted to both chambers of the [[States General of the Netherlands|States General]], the [[House of Representatives (Netherlands)|House of Representatives]] and the [[Senate (Netherlands)|Senate]] where the proposed revision has to pass with a (normal) majority. The proposed revision needs to be subsequently be supported by both chambers with a 2/3 majority, after general elections for the house of representatives (in practice most revision are submitted shortly before planned elections). The general elections and the new house of representatives guarantees citizens can indirectly vote for or against a revision.
