The draw was staged in [[Mexico City]], Mexico on 10 January 1970 in the [[Sheraton Mexico City Maria Isabel Hotel|Maria Isabel Hotel]], which served as FIFA's headquarters during the competition.<ref name="Seeding criteria negotiaions"/><ref>{{cite web |url=https://www.fifa.com/mm/document/fifafacts/mencompwc/51/97/68/fs-201_10e_fwc-final-draw-history.pdf|archive-url=https://web.archive.org/web/20140709165355/http://www.fifa.com/mm/document/fifafacts/mencompwc/51/97/68/fs-201_10e_fwc-final-draw-history.pdf|url-status=dead|archive-date=9 July 2014|publisher=FIFA |title=The FIFA World Cup Final Draw history |date=November 2009}}</ref> The teams were drawn into the four groups, which had their locations defined in advance: Group 1 being staged in Mexico City, Group 2 in [[Puebla, Puebla|Puebla]] and [[Toluca]], Group 3 in [[Guadalajara]] and Group 4 in [[León, Guanajuato|León]].
