==Systematic violation of rules by administrators at international Wiki sites==

It was recommended at Village Pump to ask my question here.[http://en.wikipedia.org/wiki/Wikipedia:Village_pump_(policy)#Systematic_violation_of_rules_by_administrators_at_international_Wiki_sites] How are the other international Wikipedia sites monitored so that they follow the Wikipedia spirit and policies? I think there is danger that a small group of bureacrats can hold the new encyclopedia to themselves and keep out the users from editing, for example, by adding protection to certain articles for no reason, but then continuing to edit the article how only they want. This has been problems with administrators abusing their authority at the Finnish site. What can Finnish or any wiki community do, if the bureacrats of the site will not follow the rules?
