===Post-2008 reform=== [[File:Д. А. He was a veteran of the [[Soviet-Afghan War]] and had overseen the successful second Chechen campaign.{{sfn|Thornton|2011|pages=14–17}} Under the [[2008 Russian military reform|2008 reform programme]], the four existing two-regiment divisions should have been transformed into 7–8 air-assault brigades. However, once General Shamanov became commander of the Airborne Forces, it was decided to keep the original structure. The divisions were strengthened, becoming four independent airborne/air-assault brigades, one for each military district.<ref>Moscow Defense Brief #2, 2010 p. 22–24</ref> In 2010, the VDV deputy
