In contrast to some of his 19th-century predecessors who favored monarchy and dismissed democracy, Pius XI took a pragmatic approach toward different forms of government. In his encyclical ''[[Dilectissima Nobis]]'' (1933), in which he addressed the situation of the Church in [[Second Spanish Republic|Republican Spain]], he proclaimed,
