=== Appointment === {{Main|1996 United Nations Secretary-General selection}} In 1996, Secretary-General Boutros Boutros-Ghali ran unopposed for a second term. Annan was the leading candidate to replace him, beating [[Amara Essy]] by one vote in the first round. However, France vetoed Annan four times before finally abstaining. Due to Boutros-Ghali's overthrow, a second Annan term would give Africa the office of Secretary-General for three consecutive terms.
