====Senegal==== [[Senegal]] has a literacy rate of 49.7%, defined as anyone who is at least 15 and can read and write.<ref name="National-Population-and-Housing-Census-2014" /> However, many students do not attend school long enough to be considered literate. The government did not begin actively attempting to improve the literacy rate until 1971, when it gave the responsibility to the Department for Vocational Training at the Secretariat for Youth and Sports. This department, and those that followed, had no clear policy on literacy until the Department of Literacy and Basic Education was formed in 1986.
