Some of the bus transportation system is operated by the city government, but most of it is operated by the private sector. This mixture of ownership has contributed to safety and traffic problems. The city government operates a free bus system for use by handicapped, elderly, and pregnant women; this is the only such system in Central America. A taxi system operates throughout the entire city; fares depend on the route, as taxi drivers charge based on the location of the destination, rather than on elapsed time. Taxis in San Salvador are yellow, and the fleet is composed primarily of Toyota Corollas.
