Montana State University Billings was founded in 1927 as Eastern Montana Normal College to train teachers. City College at MSU Billings was established in 1969 as the Billings Vocational-Technical Education Center. Its governance was passed to the Montana University System Board of Regents in 1987, when it became known as the College of Technology.
