===Recent changes=== In 2009, [[2009 structural changes to local government in England|new changes to local government]] were made whereby a number of new [[unitary authority|unitary authorities]] were created in areas which previously had a 'two-tier' system of [[Metropolitan and non-metropolitan counties of England|counties]] and [[Districts of England|districts]]. In five [[Non-metropolitan county|shire counties]] the functions of the county and district councils were combined into a single authority; and in two counties the powers of the county council were absorbed into a significantly reduced number of districts.
