In 1987, the mayor of Dushanbe, [[Maksud Ikramov]], officially made Boulder a sister city of Dushanbe. Exchange students, tourism, and art exchanges began between the two cities. The [[Dushanbe Tea House|Tajik Teahouse]] was sent from Dushanbe to Boulder in 1990.
