The term "single phase" and "Three phase" refer to the windings of the motors themselves. a three phase motor relies on all three phases of the windings to rotate the motor armature one complete revoluton. So in answer to your first question, no you cannot convert a three phase compressor into a single phase compressor unless it is a semi-hermetic(bolted together) compressor. However in order to change a three phase semi-hermetic you would have to replace the motor windings and armature into a single phase and this is not cost effective. and for your other question, a 17 x 11 ft cooler would need at least a one ton cooling unit ( that is if it is a cooler not a freezer) and that determination is climate sensative in colder climates where the cooler walls are outside will probably need less cooling.
