In 1987, the mayor of Dushanbe, [[Maksud Ikramov]], officially made Boulder a sister city of Dushanbe. Exchange students, tourism, and art exchanges began between the two cities. The [[Dushanbe Tea House|Tajik Teahouse]] was sent from Dushanbe to Boulder in 1990. It passed the Dushanbe declaration, which put the primary responsibility for fighting terrorism onto national governments.
