Within the [[subdivisions of Russia#Municipal divisions|framework of municipal divisions]], since 10 June 2013, the territories of the town of district significance of Gusev and of four [[selsoviet|rural okrugs]] of Gusevsky District are incorporated as Gusevsky Urban Okrug.<ref name="KaliningradOGusevskyD_mun">Law #230</ref> Before that, the town of district significance was incorporated within Gusevsky Municipal District as '''Gusevskoye Urban Settlement'''.<ref name="KaliningradOGusevskyD_mun"/>
