===1975 European referendum===
One of the key issues addressed during his second period in office was the [[1975 United Kingdom European Communities membership referendum|referendum on British membership of the European Community (EC)]] which took place in June 1975: Labour had pledged in its February 1974 manifesto to renegotiate the terms of British accession to the EC, and then to consult the public in a referendum on whether Britain should stay in on the new terms. Although the government recommended a vote in favour of continued membership, the cabinet was split on the issue, and Ministers were allowed to campaign on different sides of the question.
