Its [[Downtown Syracuse|downtown]] portion is extremely narrow, only consisting of four lanes and few onramps. The highway was known as the Penn-Can Expressway when first built, leading to the [[Penn-Can Mall]] and other similarly named developments. It will soon be rerouted to follow I-481's route around the city instead of going through downtown. In late May, 2023, The Community Grid project was officially approved for construction in the Syracuse. The highly controversial plan consists of removing the I-81 viaduct that runs through the downtown of the city, and replacing it with the [[Boulevard]] style Business Loop-81.
