Kennedy]] confer in 1961]] Macmillan cancelled the [[Blue Streak ballistic missile]] in April 1960 over concerns about its vulnerability to a pre-emptive attack, but continued with the development of the air-launched [[Blue Steel (missile)|Blue Steel stand-off missile]], which was about to enter trials. For the replacement for Blue Steel he opted for Britain to join the American [[Skybolt missile]] project. From the same year Macmillan permitted the [[US Navy]] to station [[UGM-27 Polaris|Polaris submarines]] at [[Holy Loch#US Navy at Holy Loch|Holy Loch]], Scotland, as a replacement for Thor. When Skybolt was unilaterally cancelled by US Secretary of Defense [[Robert McNamara]], Macmillan negotiated with President Kennedy the purchase of Polaris missiles under the [[Nassau agreement]] in December 1962.{{citation needed|date=February 2018}}
