=== History === In Summer 1950, due to the [[Huai River]] flooding, [[Mao Zedong]] and [[Zhou Enlai]] laid plans to deploy military forces for flood disaster relief. On February 8, 1952, the [[Third Field Army|East China Field Army]]'s 90th Division was recalled from Northeast China (where it was originally meant to participate in the Korean war) and reorganized into the 1st and 2nd hydraulic engineering divisions, and deployed to conduct [[flood management]].<ref name=":7" /><ref name=":10">{{Cite web |date=2011-09-26 |title=水电部队的历史沿革 |url=http://mil.news.sina.com.cn/2011-09-26/0338667051.html |archive-url=https://web.archive.org/web/20201104152142/http://mil.news.sina.com.cn/2011-09-26/0338667051.html |archive-date=2020-11-04 |website=Sina |publisher=PLA Daily}}</ref> In Spring of 1955, the 1st and 2nd hydraulic engineering divisions were disbanded, with its personnel becoming civilian engineers.<ref name=":10" /> Due to local civilian engineers having lower efficiency, on March 30, 1966, this was reported to Mao who established the {{Ill|People's Liberation Army Basic Engineering Corps|zh|中国人民解放军基本建设工程兵}} 4th Column re-organization office to prepare for re-mobilizing troops for the purpose of flood management.<ref name=":10" /> On August 1, 1966, in [[Yingxiu]]<nowiki/>wan Damn (映秀湾水电站), [[Wenchuan County]] the {{Ill|People's Liberation Army Basic Engineering Corps|zh|中国人民解放军基本建设工程兵}} 61st Detachment was established.<ref name=":10" /><ref name=":7" /> On August 22, 1978, the {{Ill|People's Liberation Army Basic Engineering Corps|zh|中国人民解放军基本建设工程兵}} 63rd Detachment was established to construct the {{Ill|Wan'an Resovoir|lt=Wan'an Dam|zh|萬安水庫}} in [[Wan'an County]].
