=== Climate change === A 2011 report by the [[CEE Bankwatch Network|CEE Bankwatch]] Network accused the EIB of a lending policy that failed its responsibility to further the EU goal of cutting carbon emissions. In 2019 the Bank announced it would cease funding most fossil fuel projects by the end of 2021, a decision approved by members representing 90% of its capital. It will only fund energy projects capable of producing one kilowatt hour of energy for less than 250 grams of carbon dioxide.<ref>{{Cite web|date=2019-07-26|title=EIB plans to cut all funding for fossil fuel projects by 2020|url=http://www.theguardian.com/environment/2019/jul/26/eib-plans-to-cut-all-funding-for-fossil-fuel-projects-by-2020|access-date=2021-04-28|website=The Guardian|language=en}}</ref><ref>{{Cite news|last=Ekblom|first=Jonas|date=2019-10-15|title=European Investment Bank postpones decision on fossil fuel lending|language=en|work=Reuters|url=https://www.reuters.com/article/us-europe-eib-fossilfuels-idUKKBN1WU1PI|access-date=2021-04-28}}</ref><ref>{{Cite web|date=2019-11-15|title=European Investment Bank to cease funding fossil fuel projects by end-2021|url=https://www.euronews.com/2019/11/15/european-investment-bank-to-cease-funding-fossil-fuel-projects-by-end-2021|access-date=2021-04-28|website=euronews|language=en}}</ref><ref>{{Cite web|title=European Investment Bank (EIB) |work=Financial Times|url=https://www.ft.com/join/licence/07900705-51b8-4cd3-994e-981c5ce4a4ae/details?ft-content-uuid=6e90906a-ee9f-11e9-ad1e-4367d8281195|access-date=2021-04-28}}</ref> EIB energy loans were β¬21.3 billion in 2023, up from β¬11.6 billion in 2020, supporting energy efficiency, renewable energy, innovation, storage, and new energy network infrastructure.<ref>{{Cite journal |last=Bank |first=European Investment |date=2024-02-27 |title=Energy Overview 2024 |url=https://www.eib.org/en/publications/20240053-energy-overview-2024 |language=EN}}</ref> The 2019 agreement received criticism for its limitations for continuing to fund [[emission intensity|carbon-intensive]] activities including high carbon agriculture, airport expansions and new conventional energy intensive plants including gas.<ref>{{Cite web|last=Prager|first=Alicia|date=2019-09-25|title=Sustainable financing may have its limits|url=https://www.euractiv.com/section/energy-environment/news/sustainable-financing-may-have-its-limits/|access-date=2021-04-28|website=www.euractiv.com|language=en-GB}}</ref><ref>{{Cite web|last=Hickel|first=Jason|title=Why Growth Can't Be Green|url=https://foreignpolicy.com/2018/09/12/why-growth-cant-be-green/|access-date=2021-04-28|website=Foreign Policy|language=en-US}}</ref> In November 2020 the EIB announced the "Climate Bank Roadmap 2021β2025" which will include stopping funding high carbon projects, including a just transition mechanism, increasing accountability and accelerating their timetable for green funding to make more than 50% of annual financing dedicated to green investment by 2025.<ref>{{Cite web|title=EU member states approve EIB Group Climate Bank Roadmap 2021β2025|url=https://www.eib.org/en/press/all/2020-307-eu-member-states-approve-eib-group-climate-bank-roadmap-2021-2025|access-date=2021-04-28|publisher=European Investment Bank|language=en}}</ref><ref>{{Cite web|date=2020-07-07|title=The EIB has further to go to become the "EU Climate Bank"|url=https://www.climatechangenews.com/2020/07/07/eib-go-become-eu-climate-bank/|access-date=2021-04-28|website=Climate Home News|language=en}}</ref><ref>{{Cite web|title=Gas slips through as EIB slashes fossil fuel funding|url=https://www.greenpeace.org/eu-unit/issues/climate-energy/2460/gas-slips-through-as-eib-slashes-fossil-fuel-funding|access-date=2021-04-28|website=Greenpeace European Unit|language=en}}</ref><ref>{{Cite web|title=European Investment Bank (EIB) |work=Financial Times|url=https://www.ft.com/join/licence/07900705-51b8-4cd3-994e-981c5ce4a4ae/details?ft-content-uuid=5119df68-727a-4c4f-8325-fa337c6f8762|access-date=2021-04-28}}</ref>
