In Russia the Army was founded around 1917{{r|Salvationists|p=99}} and it struggled until 1922 at which point the situation had become extremely challenging.{{r|Salvationists|p=100}} A Moscow court ruled that the Salvation Army was a paramilitary organisation subject to expulsion.
