=== Reintroduction of the amendment in Congress === The amendment has been reintroduced in every session of Congress since 1982. Senator [[Ted Kennedy]] (D-Massachusetts) championed it in the Senate from the [[99th United States Congress|99th Congress]] through the [[110th United States Congress|110th Congress]]. Senator [[Robert Menendez]] (D-New Jersey) introduced the amendment at the end of the [[111th United States Congress|111th Congress]] and supported it in the [[112th United States Congress|112th Congress]].
