The first edition was created by Jeff Dee and Jack Herman and published by Fantasy Games Unlimited in 1979.<ref>{{cite book |last1=Dee |first1=Jeff |last2=Herman |first2=Jack |date=1979 |title=Villains & Vigilantes |publisher=Fantasy Games Unlimited }}</ref> This book was followed by an adventure published in 1981, "Break In at Three Kilometer Island",<ref>{{cite book |last=Kraft |first=Rudy |author-link=Rudy Kraft |date=1981 |title=Break In at Three Kilometer Island |publisher=Fantasy Games Unlimited }}</ref> and a pair of adventures in 1982 designed specifically to be playable with the original ruleset,<ref>{{cite book |last=Willingham |first=Bill |date=1982 |title=Death Duel with the Destroyers |publisher=Fantasy Games Unlimited }}</ref><ref>{{cite book |last=Willingham |first=Bill |date=1982 |title=The Island of Doctor Apocalypse |publisher=Fantasy Games Unlimited }}</ref> but to begin to introduce players to the revised second edition which was published later the same year. These two adventures were authored by [[Bill Willingham]], the creator of the [[Fables (comics)|''Fables'']] comic book series. Willingham's adventures also used characters that would later appear in his [[Comico: The Comic Company|Comico]] comic book series, ''[[Elementals (Comico Comics)|Elementals]]''.

In 2004, Fantasy Games Unlimited began republishing the original ''V&V'' rules and supplements as a series of electronic supplements via the DriveThruRPG online store, continuing to add supplements until nearly the entire back catalog is now available.<ref>{{cite web |url=http://rpg.drivethrustuff.com/browse.php?cPath=108 |title=Villains & Vigilantes |website=Drivethru RPG |access-date=28 July 2014}}</ref>

In 2010, the creators of the game released a new revised version, version 2.1, published through Monkey House Games.<ref>{{cite book |last1=Dee |first1=Jeff |last2=Herman |first2=Jack |date=2010 |title=Villains & Vigilantes (Version 2.1) |publisher=Monkey House Games}}</ref> This has caused ongoing legal disputes. That same year, Fantasy Games Unlimited began releasing new supplements for ''2nd Edition Villains and Vigilantes'',<ref>{{cite book |last=Satter |first=James |date=2010 |title=Enter the Gene Pool |publisher=Fantasy Games Unlimited}}</ref><ref>{{cite book |last=Woodrum |first=David |date=2010 |title=Citizen Report |publisher=Fantasy Games Unlimited}}</ref> for the first time since 1987, while Monkey House Games continued to release supplements of its own.<ref>{{cite book |last=Dee |first='Manda |date=2010 |title=Wheels within Wheels |publisher=Monkey House Games}}</ref><ref>{{cite book |last=Herman |first=Jack |date=2010 |title=In Broad Daylight |publisher=Monkey House Games}}</ref> Both companies continue to sell their products.
