Before the lease, Tuen Mun was part of the [[Bao'an County|Xin'an County]]. After [[World War II]], the Yuen Long District Office was spun off from the District Office North. Tuen Mun and its surrounding area were administratively part of Yuen Long [[District officer|District Office]] until 1974.<ref name="book" />{{rp|154}} (an author stated Tuen Mun (branch-) office was "established after 1969"<ref name="book2" />{{rp|4}}). The New Town also incorporated [[Tuen Mun San Hui]], a rural market township, as part of the New Town's town centre.
