In Memphis, Tennessee had some of the smallest NFL crowds since the 1950s attended games. In the first seven games of the season, there were crowds of less than 27,000, and two games drew less than 18,000 people.

For the 1998 season, the Tennessee Oilers played their home games at the stadium on the campus of Vanderbilt University in Nashville, Tennessee. That year, the team was in playoff contention until losing their last two games for another 8–8 record.
