===Neighborhoods=== {{main|Neighborhoods in Saint Paul, Minnesota}} Saint Paul's Department of Planning and Economic Development divides Saint Paul into 17 Planning Districts, created in 1979 to allow neighborhoods to participate in governance and use [[Community Development Block Grant]]s.
