As of the [[2010 United States Census]], there were 20,213 people, 9,283 households, and 5,242 families residing in the city. The population density was {{convert|4264.3|PD/sqmi|PD/km2|1}}. There were 10,181 housing units at an average density of {{convert|2147.9|/sqmi|/km2|1}}. The racial makeup of the city was 95.5% [[White (U.S. Census)|White]], 1.0% [[African American (U.S. Census)|African American]], 0.1% [[Native American (U.S. Census)|Native American]], 1.8% [[Asian (U.S. Census)|Asian]], 0.4% from [[Race (U.S. Census)|other races]], and 1.3% from two or more races. There were 9,283 households, of which 25.1% had children under the age of 18 living with them, 45.9% were married couples living together, 7.7% had a female householder with no husband present, 2.8% had a male householder with no wife present, and 43.5% were non-families. 39.5% of all households were made up of individuals, and 19.3% had someone living alone who was 65 years of age or older. The average household size was 2.16 and the average family size was 2.95.

The median age in the city was 45.6 years. 21.8% of residents were under the age of 18; 4.8% were between the ages of 18 and 24; 22.5% were from 25 to 44; 28.5% were from 45 to 64; and 22.4% were 65 years of age or older. The gender makeup of the city was 46.1% male and 53.9% female.

As of the [[2000 United States Census]],<ref name="GR2" /> there were 20,735 people, 9,709 households, and 5,437 families residing in the city. The population density was {{convert|4,360.8|PD/sqmi|PD/km2|sp=us|adj=off}}. There were 10,166 housing units at an average density of {{convert|2,138.0|/sqmi|/km2|sp=us|adj=off}}. The racial makeup of the city was 96.83% [[White (U.S. Census)|White]], 0.41% [[African American (U.S. Census)|African American]], 0.07% [[Native American (U.S. Census)|Native American]], 1.33% [[Asian (U.S. Census)|Asian]], 0.02% [[Pacific Islander (U.S. Census)|Pacific Islander]], 0.27% from [[Race (United States Census)|other races]], and 1.08% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] of any race were 1.20% of the population.

There were 9,709 households, out of which 22.5% had children under the age of 18 living with them, 47.2% were married couples living together, 6.9% had a female householder with no husband present, and 44.0% were non-families. 40.3% of all households were made up of individuals, and 20.5% had someone living alone who was 65 years of age or older. The average household size was 2.11 and the average family size was 2.90.

In the city the population was spread out, with 20.9% under the age of 18, 4.3% from 18 to 24, 25.9% from 25 to 44, 24.6% from 45 to 64, and 24.2% who were 65 years of age or older. The median age was 44 years. For every 100 females, there were 82.0 males. For every 100 females age 18 and over, there were 77.4 males.

The per capita income for the city was $34,663. About 1.5% of families and 2.3% of the population were below the poverty line, including 1.3% of those under age 18 and 3.8% of those age 65 or over.
