Prior to [[European ethnic groups|European]] settlement in the 19th-century [[Native Americans in the United States|Native American]] groups inhabited the [[Seminole County, Florida|Seminole County]] area, including land in present-day Casselberry.

Casselberry was originally part of the [[unincorporated area|unincorporated community]] and current [[census-designated place]], [[Fern Park, Florida|Fern Park]]. Residents decided to officially incorporate it as a [[Tax exemption|tax-free]] community known as the "'''''Town of Casselberry'''''" on October 10, 1940, with the purpose of the citizens voting to incorporate it so that they would avoid having to pay [[Property tax in the United States|property taxes]].<ref name=cbInc/>

The town was officially reincorporated as the "'''''City of Casselberry'''''" on July 25, 1965, and soon after, in 1976, the Casselberry's citizens eventually voted to have property taxes reinstated.<ref name=cbInc/>
