The 1964 Games marked [[Austria at the Paralympics|Austria]], [[Fiji at the Paralympics|Fiji]], [[Japan]] and [[South Africa at the Paralympics|South Africa]]'s Paralympic Games début. South Africa had just been banned from taking part in the [[1964 Summer Olympic Games]], due to its policy of [[apartheid]].
