Uncertainties policy designers face include (in brief): * Technical difficulties: mechanism, design, constituency, environment of public policies * Cost issues: resources, materials, products, etc. * Political problems: selection process of solutions and decision making. Policies require tedious and rigorous research on advice for its feasibility, legitimacy and choice. * Compliance: Understanding the target market and discovering data for those dependent, disadvantaged or deviant on policy change. * Effectiveness: There is a possibility of spillovers, complementariness and inconsistencies.
