Leichty|Judge Damon Leichty]] of the [[United States District Court for the Northern District of Indiana]] ruled that conditions in the jail were in violation of the [[Eighth Amendment to the United States Constitution|8th Amendment]] and [[Fourteenth Amendment to the United States Constitution|14th Amendment]]. In his injunction, Judge Leichty ruled that there needed to be substantial progress in the construction of a new jail with expanding capacity.
